I think it is because in America, (a very popular country) We have many people that study Espanol so that is why many schools have kids take Spanish class, because of how many people are fluent in it.
Alli esta is grammatically correct. It is correct because alli esta means "there is" and in your example, There is the first floor, sounds better. The first floor is there doesn't sound correct to me. Hope this helps.
