An article written a year after would only have information on the effects of the event a year later and nothing beyond that, but an article written decades later would probably have more info on the long term effects of the event. For example what happened on 9/11, a year after the collapse of the towers there probably weren't that many people who had chronic diseases from the dust inhaled at Ground Zero, but years later more and more people found out they had some sort f long term effect from inhaling that dust years ago.
