Why do you think some presidential pardons have been controversial?
My name is Ann [436]

Answer:

If pardons given to benefit himself.

Explanation:

Some presidential pardons have been controversial because these pardons are given by the president for its own profit and benefits. According to Article Two of the United States Constitution i. e. Section 2, Clause 1 says that the President shall have Power to grant pardons for Offenses against the United States but it also has some limitations. If the president pardons someone in order to benefit himself so this pardon becomes controversial.
