It’s the first sentence because it starts from a broad idea, and gradually specifies to create a thesis and body paragraphs for its argument.

Remember, the hook is ALWAYS the first sentence in an introductory paragraph (unless that paragraph has no hooks) because the purpose of a hook is to grab the reader’s attention, and there is no way a reader would read a hook in the middle of a paragraph because what’s the point of reading it if it doesn’t grab their attention?
