The author developed his central idea throughout the text D. by discussing how people with disabilities should be taken care of by the government.

Ed Roberts stated how he contracted polio when he was fourteen. He highlighted how different policies needed to be changed so that the disabled in society will be positively affected.

He advocated for the changes that would give disabled people in society access to community life. For example, he convinced the city of Berkeley to install curb cuts that will allow wheelchair access. He simply discussed how people with disabilities should be taken care of by the government.
