Because of lack of funds, Congress couldn't build an efficient army and failed in regulating trade.

The Confederation depending on the willing struggles of the states to give tax funds to the federal administration. There was no supremacy of courts. It is constitution which later on, give authority to federal government and authorized courts to work.
