Eastern European countries were most susceptible as many Slavic countries already existed in that area. Furthermore, when Germany was cut in half, so was Europe, Germany backwards. Many of the Countries in the Eastern Europe were also just under the control of the Nazi's, hence it was a place of freedom for those countries.
