If the area of the old garden was 1m^2, then the side lengths were both 1
if she increases the lengths by 50%, then 1 turns into 1.5
1.5 times 1.5 is 2.25
The area of her new garden is 2.25m^2

How do you turn .6 into a percent

Percent means per 100.
Per means divided by.
So you can change a number by multiplying it by 1. Anything over itself is 1 (except zero but that doesn't matter right now)

So multiply .6 by 100/100
So you get 60/100
or 60 per 100
or 60%.

So basically, just multiply by 100 and add the % sign!
