Herbert Clark Hoover was a well known American engineer, businessman, and politician who served as the 31st president of the United States from 1929 to 1933. A member of the Republican Party, he held office during the onset of the Great Depression.

Before ruling the United States, Hoover led the Commission for Relief in Belgium, served as the director of the U.S. Food Administration, and was the 3rd U.S. Secretary of Commerce.

Yes, they can place new restrictions and there you can make the case it's unconstitutional and etc because well there is ground and a foundation laid upon there. But as far as an actual thing it'd be A I suppose. But I'd question the teacher because it depends on how one views a division. It can be either cooperative relationships that can be mended or an all or nothing if it's not my way then we will have conflict and it shall erupt. It all depends.
