The imperfect expresses a habit of the past, an unfinished work, or being accomplished in the past.
While we were walking, the storm broke.

When one tells a story of the past, we will use both times. The tense for events and imperfect for descriptions and situations.

When we had an accident, it was fine and there were many people on the roads.

The past tense indicates a change from old habits or a change to a given situation.
