.The navy is govern by some chains of framework. Navy will approach leader development as if traveling down a path with two lanes. Lane 1 develops operational and war fighting competence while lane 2 develops what  Character. (Old The Design for Maintaining Maritime Superiority)

The farther they travel down the path, the more accomplished they become as leaders.
