or,

Someone who is a true friend stands up for you. When others try to hurt you emotionally or physically, they do everything they can to make sure you stay safe. For which two reasons did Lowe favor "captive" balloons
likoan [24]

Thaddeus Lowe's operations in his ground service's first months indicate considerable improvement in developing and understanding the observation balloon a significant and useful complement to the army service. He favored the captive balloons because:

 • He showed that a captive balloon could be efficiently and safely propelled to and from different locations, and that the senior officers could take measurements from virtually any appropriate point chosen.
 • The civil war time duration 1861 to 1863, encouraged him to experiment and make success of captive balloons, here his motivation raised as he was self made scientist and aeronaut.
 • He was attempting to study medicine to satisfy the wishes of his grandmother, but the boredom diverted him to his first passion, aviation using lighter-than-air gases.

The number and scope of the executive orders issued by president have increased dramatically. What does this suggest about the pr
wolverine [178]

The increasing use of executive orders by presidents suggests that presidents have been trying to take more power into their own hands rather than working with Congress to change laws.

In part this is due to difficulties with deep divisions in Congress, which makes cooperation to pass legislation in Congress more and more challenging.

In part it also has to do with presidents seeking greater authority for the executive office. Presidents will tend to do so especially in times of war or other perceived national crisis. Arthur Schlesinger's 1973 book, The Imperial Presidency, looked at how presidential powers, particularly in foreign affairs, tended to be increased by all presidents in wartime. While our Constitution seeks to check and balance powers between the branches of government, the Executive Branch tends to want to streamline execution of plans and programs. Presidents will issue executive orders to get something done in more direct fashion than working through Congress to get it accomplished.
