Divine right of kings means they believe the king is chosen by god, theocracy is when the government is made up of religious leaders (for example members of the clergy)

Also take into consideration that Jews, throughout history, have been blamed and targeted for many things and were even sometimes forced to move to new locations. Some people might have even been afraid to continue practicing their religion because of how they would be treated.

I am not referencing just the Holocaust either. It has happened before, like during the Black Plague. Jews were blamed of poisoning community wells and were attacked because of this rumor.
