The racial gerrymanders is the answer. The Supreme Court ruled that the new
boundaries were aimed at excluding African Americans from voting. It violated the Fourteenth Amendment and the
Equal Protection Clause by moving an entire population of Blacks out of the
district.
Germany and Austria-Hungary were both affected negatively. Germany had to get tod of their air force and cut their armies down to just 100,000 men, and both Germany and Austria-Hungary, already in debt, had to pay America for the war with money that they didn't have.
