In strict theory, everybody has to fasten during Ramadan. However, among women, they take care of each other and know that sometimes it is necessary to drink water or take some kind of food in order to avoid a health problem during women's period.
The other issue regarding this is that women feel ashamed to tell men that they have their period. Although it could sound incredible for a western mind, it is a real issue for Muslim women.
So if women having their period need to drink or eat, yes, they can be forgiven.
Muslim law is so strict and requires Muslim people to abstain from liquids and food from early in the morning to the evening. The exceptions are if you have a mental illness, are pregnant, are elderly, or if you have a serious disease.
1) You can say that you're busy so you won't be able hang out with him or her
2) Say that you don't define ,whatever they are doing, as cool so you will pass
3) You can say that you don't feel well and you have to stay in bed
