Answer: "Character is plot" means the problem that needs to be solved in the story is something happening to the protagonist himself/herself. Frank Kafka uses this strategy by turning his protagonist, Gregor Samsa, into a beetle, which prevents him from going to work as he is the sole breadwinner for his family.

The plot is basically self-help. Get up and get on with it.
I am not sure about the setting.  I can make a guess: the setting would be the human mind.
