Articles of confederation conferred exclusive powers to the states. It made the central government weak. some of the severe flaws of the articles of confederation were, it allowed the states to amend laws and authorize them ti sign treaties and foreign policies with countries abroad, federal government was not authorized to rise money through taxes. There was no independent Supreme court which is unbiased and impartial in interpreting the law and  applying it in a fair manner. So in order to alter the document, fifty delegates assembled in Philadelphia and framed the constitution.

The ratification process and the debates thereby led to the division of the delegates into federalists and anti federalists. Anti federalists feared that the constitution may comprise of an element of British despotism and hence wanted the bill of rights to be included. Whereas federalists were in favor of a strong central government which is the best during the time if war emergency.
