The Bank of the United States:

  • Would issue paper money.
  • Would advise the government on investment.
  • Would keep and circulate federal funds.

Hamilton however, wanted the federal government to only have a minority stake in the Bank and not a majority as he felt this would ensure a better oversight of the bank.

Federalists wanted a stronger federal government, based on their argument that, in order for the Union to last, the national government would need powers that the Articles of Confederation denied it.
