Private Bills - applies to a particular individual or group of individuals!
This is unlike public bills which apply within their jurisdiction.
Private laws can grant unique benefits meaning they can give power not available under the general law!

Relieving someone from a legal responsibility for some allegedly wrongful act...


Public Bills - proposed a law of general application. So compared to the private bills, public bills have less availability of rights because bills through legislation which will eventually become a public law or act!

As manifest destiny and reconstruction began spreading, the government did not focus on rebuilding its navy and a large part of the navy that remained had to focus on things like helping merchants or doing civilian runs in order to be sustained.
