He issued it as a political move to unstablize the unity of the south. He had previously warned that if the states in rebellion did not stop rebelling, he would issue an edict that would confiscate both land and slaves that landowners held in the rebellious states.

When a suitable amount of time passed, and no state conformed, he on his own, and without the approval of Congress declared the Emancipation Proclamation. It was not a law exactly, but it was not challenged in any court -- especially the Supreme court. Slaves in occupied lands were immediately freed as a result of this edict. And if any escaped, they too were freed. 

It was not a complete solution to the slavery question, but it was a good strong beginning.

In 1633 the views of people overall in sciences and the church were more constricted because what was said was obeyed. 1992 is closer to our time where scientific discoveries were expanded on and investigated, not completely ignored. The Church has been more open to other ideas while still remaining strong to the Catholic tradition in current years as opposed to the 1600s.

This is not my answer but heres what someone smart i know said
"Christians and Jews were viewed by Muslims as "People of the Book." They were treated well, were not forced to convert to Islam and kept their individual rights as people, however, they had to pay a special tax called "jizya."  Some Jews even held government positions and prospered under Muslim rule."
