When the state is facing economic crises, one of the ways to help the economy to get better is to increase government spending so that consumption can increase and jobs are created.

If the funds needed to be spent are only for specific things, the State Legislators would be limited in their ability to approve emergency funding as those funds would be tied up.

In conclusion, having funds dedicated to too many specific purposes can limit the ability of Texas to deal with economic crises.
