I think "wants to"is the infinitive phrase.

if that is the word then the root word would be luster and the affecting word be lack because you would be lacking luster. does this help?:)
It appears that the speaker views winter as a powerful and formidable foe that is difficult to vanquish. If you examine the first stanza, the speaker notes that winter is 'deep-founded'. In the second stanza, winter is described as a man (perhaps a king?) who 'rear’d his sceptre o’er the world'. In classic fantasy, sceptres are often wielded with power and sometimes magic that is used to destroy.
It is D, because if you saw a simple sentence that said, "They rule the earthly world of men together," you wouldn't know who "They" are. That is why it is dependent, because it is depending on the rest of the paragraph to do its part first. :D
I think it conveys a sense of danger and being out if control.
