My reason is that although I may be under their control Russia at the time was a very confident and strong country. This also meant rulers of Russia would be very proud. If I am very proud then why would I ever give tribute to people who have conquered my land and taken over my people. While this may not have been the smartest of ideas this was the way Russia was at the time and did not bow to anyone.
