A theodicy for some given fact about evil is an explanation for why God would have an all‐things‐considered sufficient reason to allow that evil. The counterpart theodicy relies on a metaphysical claim about existence. We cannot know what "good" is unless there is "evil" to contrast it with. (1) Doesn't justify all kinds of evil (Do we need genocide to know what goodness is?), (2) Doesn't justify the amount of evil (Do we need so much killing/theft to know what goodness is?), (3) God can know good/evil prior to creation/evil.

This can be done through education. The government can invest in Education to teach the people with actual skills that they can use to earn high salary. This will reduce the needs to do criminal activities. That education should also include teachings about morality that discourage the people to do unethical things.

Corrective measures refers to a list of actions that can be taken to punish the people who are causing the social problems.

This can be done through the implementation of strict legal system. Rather than allowing the rich to get away from doing unethical practices, the government need to ensure that they will be punished properly in case they're proven to do unethical things (such as long jail time or huge amount of fine that can be used to fund government programs.)
