The short term effect was that it allowed the Constitution to be ratified and the long term effect was that it led to tensions that led to the Civil War.

What was the Three-Fifth Compromise?

 • It was a part of the Constitution that had to do with voting rights of the South.
 • It posited that every five enslaved people would be counted as three people for the purposes of population contribution to the House of Representatives.

The Southerners were not going to ratify the Constitution if this clause was not added so the North was forced to agree.

The clause however led to tension as the Northerners felt that slavery should be abolished and that Black people should be able to vote if they were being counted as a part of the U.S. population.

In the end, this culminated in the Civil War.

Inflating Southern Power and Widening the Sectional Divide. The most immediate impact of the Three Fifths Compromise was that it inflated the amount of power the Southern states had, largely by securing more seats for them in the House of Representantives.

General Kelly,

I appreciate your service to this country, both as an active duty member of the Armed Services and in your current role as Chief of Staff at The White House. However, your words and actions over the past few weeks have been irresponsible and misleading. Numerous authors have tackled the issues with your misogynistic slurs about Congresswoman Wilson, I’d like to bring your attention to your comments about The Civil War. You said, “the lack of an ability to compromise led to the Civil War, and men and women of good faith on both sides made their stand where their conscience had them make their stand.”

Since this Administration attempts to alter history and facts, I’d like to revisit history. Are you familiar with the Three-Fifth’s Compromise? It is one of the tenets of our Democracy that continues to affect us in 2017. That “Compromise” counted enslaved persons as three-fifths of a white person. This policy was adopted during the drafting of the Constitution in 1787. In short, America was establishing how to count population for the House of Representatives.

Slave states, like those that Robert E. Lee defended, wanted to count enslaved people to increase their presence in the House of Representatives. Free states only wanted to count free people. The number of legislators from each state has a direct correlation to the state’s population. The slave states were trying to “stack the deck” to promote their reprehensible agenda and to increase their likelihood of winning elections through the Electoral College. It is amazing that the south wanted to count enslaved people as voters, who weren’t allowed to vote, to pass legislation to keep them enslaved.

General Kelly, here’s the truth: Donald J. Trump is President because of the Three-Fifth’s Compromise. The Electoral College was established to give slave states an increased voice in government; which ultimately, gave the south an advantage in Presidential Elections. Historians often argue that the Electoral College is the only reason Thomas Jefferson was elected. Trump’s tendency to marginalize communities of color coupled with losing the Popular Vote by nearly three million votes in a changing electorate is troubling; 230 years after the Constitutional Convention of 1787, all votes are still not counted equally.I’m appalled at your audacity to use the phrase, “on both sides” after telling a bold lie. We know that Trump used that same phrase back in August, after the tragedy in Charlottesville, VA that left Heather Heyer dead. Your recent transgressions make me question your service in the military. How many innocent women did you erroneously berate? How many people were dishonorably discharged based on your flawed interpretation of events? How many times did you lie to make yourself look good? Even though we may disagree politically 90% of the time, I still expect you to be a man of integrity.

Who discovered Mars? When? How? Where?
Ray Of Light [21]

Tycho Brahe

1609
Johannes Kepler (1571 - 1630), a student of Tycho Brahe, publishes Astronomia Nova (New Astronomy), which contain his first two laws of planetary motion. Kepler's first law assumes that Mars has an elliptical orbit, which was a revolutionary idea at the time. Until then, the classical belief held that a circle was perfect, and therefore all orbits must be circular.

1609
Galileo Galilei (1564 - 1642) observes Mars with a primitive telescope, becoming the first person to use it for astronomical purposes.

1659
The Dutch astronomer Christiaan Huygens (1629 - 1695) draws Mars using an advanced telescope of his own design. He records a large, dark spot on Mars, probably Syrtis Major. He notices that the spot returns to the same position at the same time the next day, and calculates that Mars has a 24 hour period.

1666
Giovanni Cassini (1625 - 1712) observes Mars and determines that the rotational period, or length of one Mars day is 24h, 40m.

1672
Huygens is the first to notice a white spot at the south pole, probably the southern polar cap.

1698
Huygens publishes Cosmotheros, which discusses what is required of a planet to support life, and speculates about intelligent extraterrestrials. This is one of the first published expositions of extraterrestrial life.

The Trial of Galileo

The 1600s were not an easy time in which to study science. The church was a powerful institution and had its own ideas about the nature of the universe. Galileo was a beliver in the Copernican theory that the solar system revolves around the sun. He was advised by Cardinal Bellarmino to be cautious and not to imply the the Copernican theory were real. He published a book, Siderius Nuncius (Starry Messenger) which was considered controversial and in opposition with the ideas of the Roman Catholic Church, and was arrested and tried in the Inquisition. Galileo was found guilty of heresy and was sentenced to life imprisonment and forced to recant. In secret, he wrote another book, which was smuggled out of the country and published in France. His work is now considered the foundation of modern physics.

if the president wanted to get something done, but did not think that congress would pass a law to do it, they could try to use
Scrat [10]

Answer: Executive Order

Explanation:

One of the powers that the President has is to be able to issue Executive orders. The President is the head of the Executive and as such can issue an Executive order which is a directive to the departments and agencies under them to do something.

An Executive Order carries the full weight of law and can only be counteracted by the Judiciary declaring it Unconstitutional or Congress passing a law against it but that law would have to be signed by the President so that path is challenging.
