P(X = 0) = C_{5,0}.(0.31)^{0}.(0.69)^{5} = 0.1564

P(X = 1) = C_{5,1}.(0.31)^{1}.(0.69)^{4} = 0.3513

P(X \leq 1) = P(X = 0) + P(X = 1) = 0.1564 + 0.3513 = 0.5077
