Hm, well it depends in what context, as everything has it's negative and positive affects.

Let's say, in a scenario, where you're supposed to be studying for an upcoming exam, yet you decide to waste your time by watching TV, that then is an obvious distraction.

But where as, you're watching something beneficial such as a documentary or the news, it would then be a blessing.  

So, it really depends on the case scenario, and how/or the person's mindset towards technology is.
