1.The President informs Congress of the diplomatic dispute between the United States and France taking place by presenting the evidence and the facts. Adams specifically addresses the safety of commerce on the seas and urges all departments in the government to adopt a forceful course of action.

3. These laws included new powers to deport foreigners as well as making it harder for new immigrants to vote.

4.The Alien and Sedition Acts were a series of four laws passed by the U.S. Congress in 1798 amid widespread fear that war with France was imminent. The four laws–which remain controversial to this day–restricted the activities of foreign residents in the country and limited freedom of speech and of the press.
