Even though the blame of Great Depression cannot be put on his policies, his strategies adopted to tackle Great depression failed pathetically. He believed that businesses deciding to not cut down the wages of workers would stop consumption rates from falling down and stabilize the economy.

But this did not happen. Businesses did not cut down wages but they reduced the number of employees to sustain in the falling economic environment.
