Civil liberties shield us from the forces of state. They are embedded in the "Bill Of Rights" which restricts the federal government's capabilities. The government can not take away the rights outlined in the Bill of Rights, and it is unconstitutional to take any action that invades such rights. The Fourteenth Amendment, enacted in 1868, safeguards people from State infringements of constitutionally protected freedoms and liberties.
