It involves three important steps while formulating the public policy. firstly, agenda setting, option-formulation and implementation.

The final course of action will be decided by the government after a long deliberation on it and carefully implementing it in the society. Initially, the government officials meet and discuss the social problem, alternative solutions are considered in the second stage and final decisions are made regarding the policy. After which implementation of the policy takes place.
