The Soviet Union was facing many political, and economical problems by 1980's. Add the loss of the Soviet Afghanistan invasion, all these factors lead to the end of the support of the USSR, which eventually lead to its demise. As for Ukraine, It was once a Soviet republic of the Soviet Union. When it fell, the countries had to declare as independent, or they would still be part of Russia.
