Catagory is not an ideal index of damage scale

Explanation:

For example a catagory 5 hurrican in the middle of the ocean js going to do much harm but a catagory 3 hurricane dead center in an area of high urban population density like a city is likely to have much larger scale casualties and damages.

When dealing with the degree of cyclones we have to consider the place where a cyclone can occur.

This is due not only to the degree of the cyclone but where it occurs, so a cyclone of degree 1 in a city will have infinitely greater consequences than a hurricane of 5 in the middle of the ocean.
