The Supreme Court believes that overcrowding in prisons is cruel and unusual and this violates their human rights despite being prisoners. Therefore, the federal government exercises the standards in prison population. So how the Supreme Court usually rule in cases regarding this matter is that it upholds the 8th Amendment.
