So then the goverment told them how they are supposed to spend there money making it not only fair to them but to the whole community because he telling them what to do. In many cases he is also taking away how poor people wont be por anymore he is granting them or giving them some money so that they are not only living on the streets and that they at least have some where to live or to go buy themselves some stuff.
