Habitat for Humanity is a large national organization in which volunteers build or rehabilitate houses for families in need of a

home. Is Habitat for Humanity an informal group or a bureaucracy? Explain your reasoning.
Someone please help!! I think its a bureaucracy BUT IM CONFUSED because I'm not sure if a Non-governmental organization can actually be a bureaucracy, but also I thought informal groups are supposed to be small, not large.
