Explanation:

The writer has appealed to the sense of hearing through these words. Kevin's words could not be heard since the wind turned out to be stronger. It was rainy and windy. The noise made by the leaves and the branches was louder than Kevin's words. This expression "....cacophony of rustling leaves and tortured branches..." was used to represent the wind noise; the  leaves rustled or whispered and so did the branches ,which moved fierciely.
