Even though, can and could are quite similar, there are slight differences. Could is the past tense of can. Could could be considered more polite compared to can. Additionally, can is used more as an offer, and could is used more as a suggestion!

As we can see in "Disturbing history of human experimentation", the experiences in human beings carried out in the past, presented very frightening and disturbing situations, many of them having children as participants. These experiments had no regulation whatsoever, allowing the scientist to manipulate the participant's body in any way he wanted, without worrying about his or her well-being.
