We want a line the is perpendicular so the new slope is the negative reciprocal

m new = - (-1/3) = 1/3

We have the slope and a point, so we can use point slope form

y-y1 = m(x-x1)

y-1 = 1/3(x--3)

y-1 = 1/3 (x+3)

Distribute the 1/3

y-1 = 1/3 x +1

Add 1 to each side

y-1+1 = 1/3x+1+1

y = 1/3 x +2

This is in slope intercept form

=0.6915-0.3085

=0.3829

i.e 38.29 % chance of the sample distribution

Hence More likely to take place will be a sample of 25 studio apartments with a mean rent between $901 and $939.

0.3829>0.0797.

Because the probability of causing above event is more than the option A.
