Tone, in written composition, is an attitude of a writer toward a subject or an audience. Tone is generally conveyed through the choice of words, or the viewpoint of a writer on a particular subject.

Every written piece comprises a central theme or subject matter. The manner in which a writer approaches this theme and subject is the tone. The tone can be formal, informal, serious, comic, sarcastic, sad, or cheerful, or it may be any other existing attitude.

Example:

Father: “We are going on a vacation.”

Son: “That’s great!!!”

– The tone of son’s response is very cheerful.

Claudius gives Laertes two reasons why he didn't punish Hamlet yet - he says he loves his mother and that the public loves him. So I guess your answers would be Gertrude loves Hamlet and the King does not want to hurt her and the Danes like Hamlet. 
These two options are definitely correct, but if you need another one, then maybe also choose The Danes may not believe Claudius too (however, I am unsure about this one because in the text he only states two reasons).
