D is the most reasonable way to look at what she is saying. She is angry. She has every right to be. She is, in all other ways, a citizen of the United States. She should have the right to vote. Women have earned that right, especially after WWI where they carried a very heavy load and took part in very important occupations during the war years. 

The word alleged crime should give you a hint at what is going on. There is no mention of changing the laws directly in this passage, but what else could she want?

C is true, but it is not the point of her remarks in this speech.

She is doing much more than what A says. She's trying to make the women feel sympathy for her position and the men to feel uncomfortable. A is not the answer.

B
Sure she's informed, but again it's not the point. She is defending what she has done. She is not trying to win a debate.  She's trying to win a right.

Poll taxes, literacy tests, fraud and intimidation all turned African Americans away from the polls. Until the Supreme Court struck it down in 1915, many states used the "grandfather clause " to keep descendents of slaves out of elections. The clause said you could not vote unless your grandfather had voted -- an impossibility for most people whose ancestors were slaves.
