Limiting freedom or rights. So, if this is an essay response for which you need to argue one thing, I would choose freedom. If this a racial situation, then you can take the "rights" approach.

Think about. If everyone is allowed to get a $1 from a bucket but I don't allow you to for whatever reason, I'm taking away your freedom or right. You are being oppressed.
