In the short story "The Most Dangerous Game," General Zaroff is the antagonist. He owns an island, where he practices quite a cruel sport: he hunts other men as if they were animals.

Zaroff justifies his actions in the piece of dialogue we are analyzing here. The general claims he can do what he does because he is strong. He sees the world as divided into strong and weak, and the weak exist just to be used by the strong in whatever manner pleases them.

In other words, Zaroff feels entitled to his cruel sport. He feels no regret or guilt for killing other people. As a matter of fact, he sees them as inferior, as worse than some animals.
