In the second stanza, you could see a Cautious woman, protecting her child from the dangers of the world.

In the second stanza, the mother refuses, because she was trying to protect her daughter from the dangers of her environment.

From the first two stanzas, you could see that the mother loved her daughter and wanted to protect her from the dangers of the world, and you could see that the daughter respected her mum, to ask for permission to go the march.
