Sumerians built ziggurats because they believed that they would be more closely connected to the heavens. They believed that ziggurats connected the earth and the heavens.
It means that the government is made from the people of the United States and it is presented by the people of the United States and it is for the people of the United States
Roosevelt believed that the government had to step in to
