Katie has a good hypothesis, and she is correct. The seeds are alive in the packet, because if one thing is living, it had to be alive before that to become living. Like a rebirth, almost. To make it more understandable, for something to be living, it had to first be alive to live, meaning it was never dead at any point in time.

Using the word "howling", which is something done by dogs, in the concluding sentence would be consistant with the comparison between the singer and a lost dog.
