Answer: The third option. Previously, the Roman Army was structured as a temporary army, and each man had to supply his own arms and armor. Gaius Marius initiated a series of reforms that changed the Roman Army into the Legions that are so famous today. That angered the Senate because as a result, the legions became more loyal to their generals than to the senate.

Explanation: Gaius Marius would convince men to serve in wars by promising them land. The Senate didn't like it, but he had to agree. Later, Marius raised the reward to promising them land and citizenship. This angered the senate. They then refused to honor both of Marius's promises.
