Like in all literature, fables represent the values of the culture in which it was written. In my opinion, fables do this better than other forms of literature. All writing has themes that can be universally connected, but fables specifically have morals that convey important values. Additionally, fables are often reflections of what the author sees in their own life. If an author sees a specific problem or reoccurring theme in their daily life, they are more likely to write about this in fables.
