The rise of General Fulgencio Batista in the 1930s to the de facto leadership and presidency during two legislatures (1940-44 and 1952-59) produced a period of close cooperation between the governments of Cuba and the United States. The second term as President of Batista was initiated by a planned military coup in Florida, and US President Harry Truman soon recognized Batista's return to power with military and economic aid. When Fidel Castro came to power in 1959, relations between the two countries quickly devolved into bitter arguments, political grandstanding and the occasional international crisis.
