The reason you include people who will be using the new technology when discussing technology upgrades is that these are the end users, and any new technology faces challenges in adopting the new solutions. For example, the new tech must:
- solve some problem or challenge that the users have
- make some current workflow process more efficient, i.e. complete the task in less time
- provide more data to be visible and usable so that these users can take advantage of insights into how the business is operating in order for them to be able to make better decisions
